With BRISE Vienna (Building Regulations Information for Submission Envolvement), the City of Vienna has launched a flagship project that is gaining attention across Europe. It rethinks the entire building permit process: making it more efficient, transparent, and digital. By leveraging cutting-edge technologies like Building Information Modeling (BIM), Artificial Intelligence (AI), Augmented Reality (AR), and Robotic Process Automation (RPA), the traditionally paper-heavy process is being revolutionized. One of BRISE’s greatest strengths: it delivers tangible benefits to applicants, the administration, and citizens alike.

How it works
Instead of submitting paper plans, digital 3D models are provided. These go through fully automated review processes, in which AI-based algorithms analyze compliance with legal regulations. Errors and discrepancies are detected early – before the actual administrative review. The efficiency gains are substantial: processing times for building applications can be reduced by up to 50%.
BRISE also includes an AR component, allowing citizens to visualize planned construction projects in the real city environment – via smartphone or tablet. Urban development becomes tangible, understandable, and participatory.
The administration also benefits internally: structured data and automated processes reduce the burden on caseworkers, allowing them to focus on complex cases. At the same time, the system ensures maximum transparency, traceability, and legal certainty.
